{International Executive Masters in Water Utility Management}

The International Executive Masters OpT:


Training leaders and reinforcing the skills of executive managers in water and sanitation urban utilities in developing and transitional countries


OpT combines:

  • lecturers who are internationally recognised professionals with at least 10 years’ experience in the field
  • students training in fostering change when they return to the company. As a managemen leader, they will put their newly acquired skills to work for the company and in the field
  • networking between services, lecturers, tutors and trainees accross countries to promote future professional exchanges


The Executive Masters programme OpT is designed for established professional of water and/or sanitation utilities and prepares for a management position.


The programme takes place over a period of 14 months, with a form of occupational training.
Individual work assignment : Throughout the course, each trainee will work on building a strategic action plan aiming at improving the quality of a water and/or sanitation service in a city of his/her country as a whole.
The strategic action plan is divided into 3 parts: Diagnostic → Strategic plan → Action plan.
This work assignment is the core element of the training programme. It leads each trainee to methodically and logically apply the knowledge gained during the training to a real situation in their country.
The IEM –OPT education team will help the trainee during the construction of this strategic action plan. The trainee must involve his/her Direction, teams, colleagues and external partners of the service in his/her work.

==> To do so, the trainee will come back to his/her company twice during the training (2 x 4 months).

The 14 months programme:

  • 6 months of training in France are designed to:
    • learn key concepts and analytical techniques
    • apply management tools to areas of operation
    • acquire prospective methods for financing and strategy
  • Two periods of 4 months each are spent in the trainee’service to conduct his/her individual work assignment :
    • accomplish a plan of action that follows a logical, progressive approach,
    • guide change, define reforms and have them approved

Acquired skills

The Executive Masters programme OpT aims to enhance the trainees’ managerial skills and particularly, to give them the expertise to:

  • diagnose their services and elaborate strategies that allow them to reach excellence in technical, social and financial objectives
  • guide change in private or state-owned companies, through sustainable management methods
  • define and then manage reform in their department or country

Useful information

Teaching languages : English and French (2 sessions)

Required level : Applicants must have a postgraduate diploma: Diploma of Master, MSc, engineering degree, etc.
However, applicants with 4-year degrees are accepted, and may be admitted by the selection committee if warranted by their professional experience and abilities.
They must already be in a position of responsibility or going to reach such a position in the near future.

Applicants must have a sufficient command of the working language of the Executive Masters OpT for the year in which they apply.

Classes begin in Montpellier in February 2017 for English Class

Tuition fees : 18,000 €
The additional cost of living and housing in France during the program is estimated at 12,000 € for 2017-18.
Costs of trips to and from training centers to their Company also need to be budgeted}

Teaching location :Montpellier, at theAgroParisTech Center. Some courses will be held abroad with international training partners of AgroParisTech.

So that trainees and their employers have a single contact for all administrative procedures and logistics arrangements, AgroParisTech has formed a partnership with Campus France, a French public organisation specialised in welcoming students, researchers and professionals and organising their stays in France.

Only applications supported by the applicant’s company or regulatory authority are admitted. 5-year diploma required (4-year diploma accepted for applicants with an exceptional career background.)

Vocational Training

The Water for All Chair offers short Specialised Sessions, presented by instructors experts in their respective field.
These sessions are open to all professionals from water and sanitation services. Different topics are available: Non revenue water, customer management, financial management, institutional actions, etc...

Modules are delivered in english and in French in 2017-18.
