Public Economics (Economie publique)

UMR (Joint Research Unit) AgroParisTech, Inra

General scientific orientation

The research of this unit focuses on the economic analysis of market mechanisms and public intervention in the domains of agriculture, the environment, international trade and food. It aims to develop methods and models to improve our understanding of the behavior of economic agents and to analyze the efficacy of public policy in terms of economic and environmental criteria. This work makes use of applied economics tools (econometrics, modeling, experimental economics) and more theoretical models, in the fields of public and international economics.

Fields of research

The work of the unit is organized around two main axes :

Agricultural production, land use and ecosystems

- Determinants of land use and the environment

  • Econometric modeling of the determinants of land use (agriculture, forestry, urban)
  • Simulations of changes in land use in response to modifications to the economic, political and/or climatic context, and their consequences (for the climate, water
    quality and biodiversity)

- Agricultural supply and environment

  • Microeconomic modeling of agricultural supply
  • Evaluation of the impact of public policy on farmers’ choices and analysis of their consequences for the environment (carbon, nitrogen and water cycles)
  • Empirical analysis and theory of agricultural and environment policies

- Sustainability of agriculture and ecosystem services

  • Evaluation of the sustainability of agriculture and of the ecosystem services supplied by agroecosystems, and analysis of the trade-offs between these services, particularly for antagonism and synergy between supply services (food and non-food production), regulatory services (crop protection, pollination, carbon and nitrogen cycles) and cultural services (biodiversity, landscapes), as a function of land use and agricultural practices
  • Theoretical and empirical analysis of the levers for action and the tools for managing territories (public policy, incentives, coordination mechanisms for territory management) to help manage the trade-offs between ecosystem services at different spatial scales (agricultural landscapes, catchments, small agricultural regions, regions, national level)

Food security

- International trade, agricultural and environmental policy

  • Analysis of the determinants and consequences of international trade, focusing, in particular, on agricultural and agrifood products
  • Evaluation of the effects of agricultural and trade policies on the agricultural sector and international exchanges
  • Analysis of interactions between trade and environmental policies

- Volatility of the prices of agricultural raw materials

  • Modeling of the dynamics of agricultural raw material prices, to gain insight into the sources of volatility
  • Analysis of public interventions to stabilize markets, and evaluation of their potential consequences in terms of food security

- Economics of dietary choices

  • Analysis of the determinants of dietary choices (impact of food policy, role of environmental characteristics)
  • Evaluation of the costs and benefits of food policy
